This past week, I had the pleasure of sitting down with Jesse Floyd, Mary Byrne, and Maile Blume of The Belmont Voice. We’re incredibly fortunate to have this dedicated team bringing local journalism to our community, and I’m grateful for the opportunity to discuss my vision for the role of Moderator.
During our conversation, I shared my deep experience with Belmont’s town government—including nearly a decade as a Town Meeting Member, four years on the School Committee, and six years on the Warrant Committee, along with service on other town committees. But I also emphasized the fresh perspective I bring from over 30 years in Washington, D.C., working across federal, state, and local governments on finance, budgets, and policy. I’ve always approached public service with an eye for creative problem-solving, outside-the-box thinking, and practical solutions, and I plan to bring that same approach to the role of Moderator.
I also shared some of my key priorities as Moderator:
Expanding Outreach & Communication
Belmont’s Town Meeting should reflect our community, but in recent years, we’ve seen declining interest in running for Town Meeting Member and a lack of diversity among its members. To address this, the Moderator must strengthen communication with both residents and members, ensuring better access to information about Town Meeting and the issues at stake. I’ll introduce periodic bulletins or newsletters, enhance the Town Meeting web page and work with local organizations—including PTOs, PTAs, the Belmont Pan Asian Coalition, and the Belmont Chinese American Association, among others—to encourage broader participation in our Town Meeting.
Bringing Back Hybrid Town Meeting
Town Meeting should be accessible to all members of our community, but right now, too many residents face barriers to participation—whether they’re parents of young children, seniors, individuals with mobility challenges, business travelers, or those recovering from illness. By restoring hybrid Town Meeting, we can ensure that all voices are heard and that our legislative body truly represents the people of Belmont.
Empowering Town Meeting Members
Town Meeting is meant to be a place for meaningful debate, discussion, and decision-making, yet not all members feel equipped to navigate it. As Moderator, I’ll introduce more training opportunities to ensure that every Town Meeting Member understands how to effectively debate, amend, and even propose articles. But empowerment goes beyond education—I believe in more participatory democracy. That’s why I will (1) survey Town Meeting Members about any important changes in Town Meeting, (2) ensure Town Meeting Members have a say in any changes to Town Meeting and key Moderator appointments to committees by creating a Moderator’s Advisory Committee, with members selected by precinct caucuses, and (3) hold regular office hours and encourage Town Meeting Members to share any ideas and concerns.
There is so much the Moderator can do to strengthen engagement, improve accessibility, and make Town Meeting more effective—and, as YOUR Moderator, I’m committed to making that happen.

Dear Belmont Friends and Neighbors,
I want to extend a heartfelt thank you to everyone who joined us yesterday for the Crowley for Moderator campaign kickoff! Braving the cold, ice, and snow flurries was no small feat, and I truly appreciate your support and enthusiasm.
For those who stayed home—I completely understand! The conditions were treacherous (I even took a fall myself just heading to the car!).
If you couldn’t make it, there are still many ways to help as we work to reach more Belmont voters:
Sign up for a yard sign – Click [here] to show your support.
Endorse my campaign – Click [here] to add your name.
Donate to help us reach voters – Every contribution makes a difference. Click [here] to give.
Host a campaign event – If you're interested, simply let me know at (617) 752-2250 or crowley4belmont@gmail.com!
And please, let your friends and neighbors know—word of mouth is one of the best ways to spread the message.
Our next Moderator must be experienced, deeply familiar with Belmont’s issues, and committed to strengthening our town’s democratic process. While running Town Meeting is a key part of the job, it’s about much more than that—and I have the skills and dedication to serve effectively.
Join me in working for a better Belmont where all voices are heard. I’d be honored to have your support.
Thank you!

With my experience, I believe I'm uniquely equipped to start making a difference as Town Moderator on Day One. We all know that we need continuity to ensure the smooth functioning of Town Meeting, but we can improve on what we have to better serve us all.
